Can we have an AP fighter Hydra?

just like is aimed towards offensive fighter and to more juggernaut-ish champions, could we have an hydra for ap bruisers? That would give AP+HP+ an on hit effect based on how much AP you have?

I mean, there is litteraly NO item in the game that gives you the opportunity to mix AP and sustain but . It would be fun to be able to experience new types of gameplay or even bring a new type of champion that scales of AP but can still be tanky-ish. And it could help champions like Rumble to be in a better spot than he is right now since mixing AP+sustain is kind of hard.
