But now that i have your attention, i just need counter building tips as a burst mage vs tanks. I know as tanks they are meant to directly counter burst, but i figured there must be some core build i can go by if the enemy tank is my main concern in a game because the only thing that would come to mind Is void staff.

But lets be honest you likely wont kill a tank, its not your job to so leave that for your adc and go after the enemy squishes.
Do get a void or liandrys though, if worst comes to the worst grab that mr ap item (i forget the name) to stop his engage on you

Your job as a burst mage isn't to kill the tanks, that's the job of your ADC/Skirmisher (Fiora, Jax, Camille come to mind)
Ideally you should be holding on to your big cooldowns until an opportunity arises where you can access the enemy backline.
