in patch notes ludens echo is nerfed and doesnt scale with ap, in game its the same as it was on pbe

also this is an item for speelslinging mages as it currently standcs i would get it on a spellslingers like xerath viktor annie ahri brand lux veigar twisted fate oriana velkoz syndra malzahar morgana etc but not on ryze since it just doesnt fit his item build
