7.8 seconds actually with max CDR (which he goes for btw, lets not even get on mystic shot on top of that.), and if you think that is somehow a short cd then you are kidding yourself. The item synergies with his kit so much its insane.

Xypherous said himself that if HRB fails to go live it will most likely be due to Annie interaction with item.

When we get to 'insane mobility' I'm more worried about Ahri than Ez - Ez jumps every few seconds, adding another small jump to that every 30 seconds won't really make it absurd(probably still strong item though), but ability to pull of 4 dashes, flash and MS buff in short window is what scares me.
