Taric's Bravado CDR on-hit should NOT decrease with CDR

The old Taric was able to stun-lock a target with a point'n'click stun with 50 more range than the current one on a 7.7 cd with 45% CDR which gets reduced by 2 secs for every passive proc down to 1.7 seconds after using all 3 basic abilities. But now, it is easy to dodge on a 8.25 cd with 45% which gets reduced by 1.1 seconds for every passive proc down to 5 cd after using all 3 basic abilities.

Don't get me wrong, his new stun is cool, but why nerf his passive? When the rework got added on PBE, Bravado's CDR on-hit didn't scale off Taric's CDR, he was fine: Although, I do admit, the cd reduction on his Q is okay scaling downwards with CDR, but his W, E & R feel left out.

TL;DR: Only his Q's CDR should scale downwards with CDR, his passive should always reduce the rest of his abilities by 2 seconds (1 sec each hit).

40% cdr dazzle cooldown: 9 seconds E auto auto (7 seconds) Q auto auto (5 seconds) W auto auto (3 seconds) A 3 second cooldown on an AoE stun is not OK. The base cooldown would have to be increased DRAMATICALLY for that to be balanced and that would hurt Taric's lane phase more than anything else when he's already considered a mediocre laner who's generally only picked because he becomes so much more useful in teamfights.

Flat cooldown reduction is something that scales up in usefulness with cdr when cdr is pretty strong to begin with (especially on support champions, even more especially on a utility focused one like Taric), reducing the reduction with cdr just means that cdr remains as good on that champion as it is on other champions.

edit: that's not even max cdr, i forgot about masteries 45% cdr dazzle cooldown: 8.25 seconds E auto auto (6.25 seconds) Q auto auto (4.25 seconds) W auto auto (2.25 seconds) 5% cdr causes the cooldown is reduced by almost a full third because of how much a flat cooldown reduction benefits from even a tiny amount of cdr.
