Do Shields Count as Health for Thresholds?

This has suddenly become relevant with the Poppy rework. If I am at 38% health or so, and I pick up my buckler and get a shield for 15% of my max health (I assume that would bring me up to 53%) do I still get double the W armor and MR passive for being below 40%?

dont quote me on this, but i think no.

while shields benefit from armor and magic resistance, they dont count to your actual health when it comes to things like % current health values or poppys w.
