Is it true if I am against a Quinn top that she will make me her biitch?

It depends on who you are playing.

Malphite just sort of ignores her and farms before making her his bitch.

Pantheon makes her his bitch from the get-go.

In general though yeah, Quinn counters most melee champions.

Fiora can do alright vs Quinn, if you W her E it's a free kill with Fioras damage, Garen just gets kited and Riven will usually need to flash onto her to get any damage off.

New poppy has W which can stop her dash, old poppy on the other hand got completely destroyed, I had a game as Quinn vs Poppy once where the poppy finished the game with 21 CS, melee champions that can't reliably gap close or lock her down will get destroyed by Quinn, she does really well vs juggernauts just by saving her E and kiting them, any squishy targets are also pretty easy if you can poke them down, immobile mages and most ADCs can be assassinated by Quinn pretty early on.

One thing to keep in mind with Quinn though is that it doesn't really matter who your lane opponent is since you can roam very effectively.

Quinn will bully all three of those in lane in all likelihood. Fiora I'd imagine would do the best against her since there is potential for outplay, but Quinn's no-counterplay harass and disengage mean you won't be able to get on her without dying early game in all likelihood.

I have the most experience with Garen, and Quinn is one of his hardest match-ups. But, if you manage to survive lane and get some armour you'll be able to kill her 1v1, if not in team fights.
