So based on your context of wanting to make Bork a more ad caster item. In this case I feel like it can have 10% cdr, but I'm not sure what changes can accompany it. I just feel if it's supposed to be an ad caster kinda tank buster item that it should be more suited for ad casters. Also, I feel like some changes can be made to it to reduce the overall price. For example instead of even having a movement speed steal on it, remove that since now the active does no dmg and make it have a reduced price

I'm pretty sure Morello said they're wanting to make it more attractive as a first item on OnHit builds.

I think this change will make it significantly better for certain AD Casters (Namely Renekton ), but I do not think it needs to have CDR tacked on to it, at all.
