Fotm simply means when the masses find a champion thats stronger then the vast majority of all the champions in the game, and they all play that said champion for higher chances of winning.
He needs a nerf.

The answer is no. He was not OP before, and he is not OP now. People flock to what they think is OP, regardless of whether or not it actually is.
We're talking about balance here, not pick rates. Is he overwhelming? Is he able to snowball into an unstoppable killing machine off of very little gold? Does a team picking Zed reliably decide how the match will end up?
If you're going to use a statistic to show a champion's strength I suggest using win rate over pick rate.

What you want is for a very particular champion to be nerfed due to pick rate, not a change in mechanics for a particular type of champion.

It just so happened what made talon/kassadin/leblanc overwhelming was the same exact thing, so they all shared the same nerf.

Maybe if they didn't absolutely shred Talon's anus, or if they didn't force Kha'zix out of mid lane, or if they didn't make Kass useless, or maybe if they didn't come up with the million self-peels and heals and shields, then Zed won't be the only one who can do the job of an assassin?
