So I think Phase Rush, at least for me, is Skarner's new go to rune. His mobility and [now] sudden burst damage has brought him back into the laning world. I have mained Skarner Top for a long time and this actually makes me very happy to see him as viable again, despite not having a real passive. The runes on this page just make sense for him, with bursts of speed toward enemies affect by your slow, true damage from stunned champions, and extra damage just from his movement speed alone. Not to mention the 15% additional cooldown to his ultimate on the secondary. Enjoy the Skarnage!
