a small but appreciated change for Kha'zix

this wouldnt really affect his current gameplay as an AD focused champion.

but you see, i like to play him AP as a one trick pony sometimes. its fun, but there's a little problem at the moment. his passive scales with only 50% AP, i would like to suggest to increase it a bit, 60% would be fine for now, maybe 70%, but that could get out of hand with some builds, so the former would be best.

it wouldnt affect too much the meta builds. but it would be a good improvement for alternative builds like hybrid or full ap.
