CDR is too accessible to everyone.
It's kind of getting ridiculous tbh.
is only useful as a cheap power spike since you can get CDR elsewhere.
Tanks and tanky fighters have problems with getting a 
item, 
and 
simultaneously or 
simultaneously without wasting 10% CDR.
ADCs and AD assassins have the best CDR itemization (???!!!) due to being able to exactly get 40% CDR with

Ironically, the class that needs CDR the most, supports and mages, have a harder time of getting it than ADCs and AD tanks/bruisers.
