If Riot is removing spellvamp is Morgana getting a new passive?

Her passive is staying.
They're just removing spell vamp from items.
People uses spellvamp runes? People other than vlad buy spellvamp?

Probably not. I think they are just removing it from items. You can probably still get some through passives and masteries.
Also if Spellvamp is no longer attainable, can said Ability values be increased?
