(Runes Reforged) Legend: Bloodline should be replaced with something for AP champs or ability users

In the Precision tree we have the Legend runes which let you permanently stack a stat bonus. Bloodline seems to have no place in the game imo. The last numbers we saw was 1.2% lifesteal per increment (every 30 stacks or whatever) up to 6% maximum. It's the only Legend rune without a base value so you get no benefit from this rune until you stack it. Even when you reach maximum stacks, 6% lifesteal is pretty weak.

I don't think Riot is going to be willing to make this rune much stronger or give it a base value. Sustain from runes/masteries has always been hard to balance. So it seems like this rune is just a false choice. It's disappointing because most of the runes seem to have legitimate uses. There is no reason to have a rune like this.

Precision is clearly meant mostly for autoattackers but there are some runes in there that AP champions might go for like Presence of Mind, Coup de Grace, Cut Down, or Last Stand. There was also talk about making Press the Attack work for both AD and AP. There are also champions who use both attack speed and AP, so there are definitely good reasons to look at doing this.

Something as simple as stacking AP or % damage to abilities (could be picked up by bruisers, assassins, and even tanks) or idk get creative, but I think it would give us a lot more variety to make a Legend rune that benefits AP or maybe all abilities.

I do think it needs to be changed. The 5% lifesteal doesn't really seem that great when I could get 15% AS or whatever the tenacity is. Just feels way higher value to have the AS and frankly the lifesteal can't be buffed because then we walk back to the ardent censor problem.

The other options are tenacity and attack speed (useful for all champs and general auto attackers respectively), and ravenous hunter in domination gives spell vamp which is terrible on most autoattackers, so it seems fine.

I could name a lot of champs who don't care about attack speed.

Ranged champs barely care about tenacity because it doesn't do anything in most situations. It's sort of helpful against long range CC to reduce the enemy's window of time they can engage off it, but in most situations it doesn't save you from anything.

Anyway the point is Bloodline probably won't be given higher numbers and will end up being a false choice. So they might as well replace it with something else.
