I just had a match where a Gangplank with only a static shiv and lvl 1 boots, was able to catch our Hecarim who had level two boots, and was ghosting.
Seriously his movement speed is off the charts, i'd wager to say he is even one of the fastest natural moving champs int he game. Can't gank him because he moves to fast as well. It's just to much.

Akeydel1 votesGangplank and Hecarim have the same base MS, 345. It's only the 6% from Statikk Shiv, and 7% (max rank) from E passive that make him fast. If he caught up to a Hecarim who was ghosting (which gives +28% ms) then he probably had stacks of his passive slow on (maxes at -21% ms, not quite enough to negate ghost all the way).
Akeydel1 votesNow I see the problem, you play lots of udyr jungle. While udyr runs fast, gp is faster, with the right (heavily ms-based) items. Get used to being outran.
