Season 6 and queue dodgers in ARAM still got almost unpunished

I know.

On to my point. We're in season 6, and you can STILL queue dodge and get a different champion. Isn't the whole point behind the reroll system to PREVENT queue dodging? So why is it that ARAM came out years ago and you can still queue dodge to reroll, with little side effects?

As I've stated on here before, I feel if you queue dodge in ARAM, you should get the same champion, or if you had a reroll token, it should be consumed.

Why? Because reroll tokens become useless if you're willing to wait a little while after queue dodging.

You have to wait 5-15-30 mins. No one does this except maybe ONCE a day if they really don't wanna play the champion.

But then some random quit wastes my reroll when I actually wanna play the champ I rolled to.

So if Alice rolls Aatrox and dodges without an available reroll, then she's guaranteed to get Aatrox in her next lobby? What if Bob also rolled Aatrox and also dodged without a token? What happens if they now enter the same lobby?

Queue dodging is certainly an issue, but the solution isn't quite that simple.
