Is the patch coming out yet?
Seriously the notes have been out for an entire day. Usually they come out 12 hours before.

OCE, Japan, and Korea already got it, but appare tly there are massive bugs with the patch that have causes lag issues in a 3 regions, so they're delaying the patch to fix the issues. Pretty sure they should be done by tommorow; the announcement post is on the EUW boards website.
