Bliz q is why all of the other abilities he has are "weak"

So why does he get the same anti shield mechanic when ulting? I really dont like this mechanic and really think riot should remove it.

Because his R is getting higher CD, especially in the early game. This means that Blitz players won't use Static field just to make some damage and silence their enemy anymore. Instead, they'll use it a little less frequently in order to save it to break shields during teamfights (Lulu, Solari etc) or cleanse themselves of cc. To sum it up, less damage and silence for the enemy team, at the cost of losing their shields. If they have any at all: not all supports have abilities to spam shields, nor there is that much people who buy shielding items. That's why I think all Blitz mains will welcome those changes, that are going to reaffirm Blitz's nature as a complete, aggressive and reliable support. Btw, his abilities aren't weak at all: his W, especially after this mini-rework, will be great for chasing enemy or escaping, while his E deals some serious damages (which makes things like Prim0's legendary toplaner Blitz possible), aside from the stun.
