Passive: Evelynn's spell hits on enemy Champions reduce the cooldown of Dark Frenzy by 1 second

Can someone please explain to me why Riot thought this would be a good change for Evelynn...giving her a slightly reduced cooldown on a skill that REFRESHES on a kill? It's just completely unnecessary.

The previous passive felt much more cohesive to her kit in terms of sticking power. Why give Evelynn reduced cooldown when she already has a better form in her kit?

At first the idea sounded bad to me but after playing it, I really like the change

Refreshing on a kill requires the obvious whereas with this new change, even in lost team fights eve can safely get away with her W. Combined with Q spam the CD seems extremely low and she now is much harder to chase. Anytime someone is chasing you, spam Q and your W comes up within 3-5 seconds. Where it hurts her is her ability to now dart in to 3-4 champions to kill a squishy and dart out. But I feel like building her Tri force / tank is the best build anyways so this new change fits her playstyle more.

the only thing i'm really confused about is why riot keeps on randomly tweaking evelynn when she obviously needs a rework. she is not viable in any roles anymore.. they should give her a kit that is similar to akali's tbh. she would work well as an assassin.

I like the change insofar as the CDR on W is nice, I just don't get why Riot thought they had to nerf her at the same time to compensate. The buff wasn't very big, but the nerf turned out to be bigger.
