It can be good on a few champions it's just not optimal to build on anyone except Lucian because the item is too specific.
It’s optional for brusiers are well, and no I’m not joking 2-3 days ago there was a reaver Jax build so I’m not suprised if some other brusier uses it
Personally I think they need to make it a non mana item... and add HP to it. Would open it up for a lot more champs.
Turn it into a BC for games you don't need % armor shred on, and would prefer more AD to more Hp.
