Clarifying the Draven 7.1 changes.
Rank 1 Q will deal more damage than live. From then on, it gets weaker unless you have enough bonus AD. A rank 5 Q for a level 9 Draven currently deals ~64 damage (+.85 bonus AD). That means you need 71.3 bonus attack damage for the new Q to deal the same damage as the old Q. At level 18, Draven's Q does ~89 damage (+.85 bonus AD). That means you need 196.3 bonus attack damage for the new Q to deal the same damage as the old Q.
So with a standard-ish build of 
you have 260 bonus attack damage, enough to deal more damage than live. If you build armor pen items like 
you'll lose some AD, but still have enough damage to do more than live.
TL;DR If you build 4 AD items on Draven, you'll do a bit more damage in 7.1 than on live throughout the game. Somewhere in the range of 5-15 bonus damage compared to live.
The W mana change is a straight buff obviously.
