Yes. Involuntary damage like that is ripe for abuse. Part of the worry when Kalista came out (because her ult allows her to throw her bonded ally) was that it would be troll-worthy abuse, that some douchefag would throw their support into the enemy for larks. Then we realized that while she can trigger the ult, the bonded has the final say in where they go... if at all.
In roughly the same vein (roughly being the key word here), Galio's W has the reverse effect as what you suggested. Whoever he targets gains bonus armor and magic resist, and any damage dealt to them heals Galio for X amount with diminishing returns for each hit. It's a great spell (since it also procs off of minion hits, so mid to late game, you can avert a recall by standing in front of a minion wave and pressing Alt+W), but the only problem is the shield only heals him, and not the target. More often than not the target is the one that needs healing; if Galio wanted to buff himself, he'd cast it on himself. Besides that, half of Braum's character is about intercepting damage meant for his allies, and he's overpowered as hell.
Everything should be voluntary, and Bard and Kalista's ults are about as involuntary as you'll get without frustrating people.
