Can Veigar have an instant boundary snare instead of a instant boundary stun?

When can just walk up to you and CLICK on you to snare you, there's no reason for Veigar to not have a boundary edge snare.

Reduce the delay to .25 ( how it was originally). Stuns are a really powerful tool imo, Veigar really only needs to just "keep" you there till his w lands. Wouldn't a snare suffice? I found it strange that people have to be stunned to get hit by a delayed aoe whereas a snare would work fine as well.

Also, he definitely needs some reliability to his q as well
