Can the runes actually be flat and not some decimal?

It sounds a bit petty and pedantic... because it is!

it's a bit irritating to have a rune page consistent of 3 flat AD Quints, 9 flat AD Reds, 9 flat armor Yellows, 6 flat AD Blues and 3 flat MR Blues, only to have it all total up to 16.98 AD instead of 17.

It's a fairly small issue for runes, but at the same time it does matter a bit because the game actually calculates based on the value and doesn't round it up or down. It feels a bit obtuse because you don't actually know what those decimals will do to your damage.

Hell, a full-on retool/rework of the rune system would be just fine; It kind of needs it, anyway.

I feel like restricting runes to integer values would force some runes to be almost twice as a strong as they currently are (or be literally useless if they were rounded down to 0), and if you skip those ones then you end up with some issues of why you would do it for some runes but not others.

I don't know precisely why the values are what they are, but I assume they're at least somewhat tuned based on their gold values and/or impact on early game (or maybe even so they produce 'nice' numbers when combined with base stats), and upsetting any balances that might exist just for prettier numbers seems unnecessary. Plus, they have said they're not really happy with the rune system in general, so in the long run they may just revamp the entire rune system anyway.

As you said though, in-game calculations are done using the actual unrounded values anyway, so it doesn't really matter. Champion base stats/scalings also commonly features non-integer numbers, so having runes as another non-integer source doesn't really complicate damage calcluations anyway.

I agree with you and Avienal, actually; Retooling the Rune system is a good idea since it currently seems too... biased, lets just say, and in-general really finicky.

Edit: Edited the OP content.

Plus if i recall earlier they did say something a while back about retuning the runes such as removing runes that are 'extremely useless' and serve little to no purpose and see about cutting out some ip expensiveness cost. Though that was a while back, so i'm already doubting it will happen, very least considering how rune builds with scaling health and lethality for AD builds especially for ADCs are being extremely potent atm, they could at least give it a look over and mybe make it more accessible especially for newer players to not get shafted by players who basically own all the necessity runes already.

3000~4000 ip is 'alot' for 9 runes really, even if you spammed group matches to obtain them, thats also basically about 2 champion shards in value or 2 low-mid champions to boot.

Though i guess it would be nice of them to do, but even the smallest 'fix to handle some kind of annoying detail', could easily result in runes becoming extremely strong, i can already see your aiming for a build to just full stack on alot of damage so you could aim for the 'snowball measure' people seem to want to employ a lot.

At this point it feels like cheap and normally grabbed first runes (blue MR, yellow Armor, Red AD/Mpen, etc.) feel like they get overshadowed too much by builds that make use of scaling health in place of Armor, Lethality runes, etc. To where i really wish they'd retool the rune system. Lets not even go over details such as champions who have some strong % values like Jhin , Rengar, etc. who can basically gain a % of AD thru their own passive.
