Small Viktor Buffs? (Reverts)

I'll make this quick, basically Viktor is kinda suffering with his winrate right now and has been for a while. I don't think he's a bad champion though, he's really really good given the right team comp and the correct team play, however he's vulnerable on his own and super weak to mobile champions.

Viktor might feel in a better spot (both gameplay and balance wise) if the few last nerfs to his ult were reverted.

>Chaos Storm Maximum speed reduced to 400 from 450. Minimum speed increased to 200 from 170. Starts slowing down from maximum speed once it gets 300 units away, down from 350. Reaches minimum speed once it is 900 units away from Viktor, down from 950. REMOVED: No longer moves at maximum speed when Viktor targets himself.

> V6.15

>Chaos Storm Now only counts as "returning" (moves at maximum speed regardless of distance) if Viktor targets himself.

That's all, just revert these few nerfs and I think Viktor will feel significantly better, being both smoother to play and slightly stronger vs mobile champions.
