How has Ezreal not been nerfed yet?

Most picked ADC, somewhat high ban rate, breaks multiple items and runes, has a hugely flexible build path and deals incredible amounts of physical and magic damage whilst being the safest ADC in the game.

yet riot changed that you cant go double tear cuz of Ezreal. he is weak early in lane cuz well he starts typically doran shield into tear which gives him no damage
i actually get annoyed having him as my adc when i support cuz i have to be more passive early cuz he cant do shit in lane and auto loses trades
he is the most picked adc because he is an afk farmer. good for aotofill.
