on lane i am doing ok but in the jungle I got tons and tons of games i can't do shit. I am going so behind that there is nothing i can build or do to make a comeback
Last game for instance I ganked Riven who had 10-30% hp. Riven stunned me and hopped away and I even used Flash and Alpha Strike

If they made him a decent pick for High ELO, The boards would be filled with Master Yi complaints, just like when he was viable with Sated before nerfs because he would be above god tier in low elo.

Regardless of your really bad example, here is the reason as to why Riot currently cannot buff Master Yi.
Just in case a newer player would come accross this, let's remind everyone of what hapenned when the AS jungle item had the doulbe-proc passive (the one currently on Guinsoo's rageblade). Yi went running rampant due to his kit's synergising /too/ well with on-hit effects.
But what about the current situation ? Well, now that the passive was moved to Guinsoo, it isn't as good/convenient for yi as it used to, however the passive remain available in the game. This leads to a situation where any buff to yi could make him get back to being that anoying on-hit tank he used to be. There is also the fact that currently the meta favors early junglers a lot, which yi isn't.
Tld:dr: As long as the Guinsoo's passive will be available, Yi cannot be buffed.
Solutions to this would be to either remove that passive -which has proven to be detrimental to the game's balance- or to rework yi.

Like I said Yi is the worst jungler right now and many times there is absolutely nothing you can do. His ganks are the worst ganks from all playable junglers. Farming jungler does not exists. I am not saying specifically to buff Yi I am saying to Improve the champion. Rageblade can be OP on Shyvana as well but she got some good changes. And Twin Bite and Double Strike are same ability right? The difference is that Double Strike is innate while Twin Bite is active which gives shyvana burst
Warwick got reworked and now he is able to perfectly fine gank before L6
If Phantom Hit is problem then an example is if we swap Wuju Style and Double Strike so Double Strike is active and Wuju is innate that could be one possible solution on how to reduce onhit power on Yi while giving him mini burst, which as I said is just example. And I can assure you Critical Strikes are way deadlier than onhit effects but that's my opinion.
Removing of Phantom Hit from the game does not mean that Riot will improve Yi at all
