Fiora has a well-designed kit (apart from % max health true damage). Udyr has a poorly-designed kit. While those things shouldn't influence champion balance, they do.
Since Fiora was reworked Riot tends to try to keep her in a decent spot. Riot does not want the reworked champ to end up in a trash bin like Leblanc(they are trying to find ways to bring her back).
