A Lulu change that I feel is too obvious but seems to have gone unconsidered
Part of the obnoxiousness of laning against her is how she is able to poke you from up to 1575 range, without any form of retaliation for full damage, while also clearing a good amount of the wave at the same time.
How about having her Q function like a double projectile skill would actually function. Split the damage between each shot. This means that if Lulu wants to do full poke damage, she will have to come at least slightly closer.
Obviously the overall safety of her kit will most likely be able to overcome even this, but at least you will be able to last longer by playing safe against her,so at least it will open some breath of air for some picks (no other half of the lane nukes anymore) and she will be more prone to ganks when she tries to go for full damage.
Simple change that doesn't even involve numbers being lowered again.
