If you take it Mid, it probably won't work because your team won't have enough Magic damage. But if you take that Top, or if you take that Mid but by chance end up with a Vlad Top and an Elise Jungle or something like that, it might actually work. Maybe not up to the highest tiers, but at least up to Silver (included).
