Whenever I face this champion, like 80% of my games, I can't do anything in the laning phase. I have trouble farming, I can't trade because of the shield+true damage, I cannot even poke him because of the extreme health regen...So what do I do?
I cant farm, I can't trade and I can't poke. Is that a good champion design? And if I ban Sett, then I receive a Darius or Morde match-up which make me again instantly lose laning phase with nothing I can do.

your opponents are counter picking you, while you nerf your ability to climb by refusing to counter pick your opponents.

Half of the game is decided during champion select..
Kite, Kite, Kite. That MOFO can't do anything against champs who Kite and do it well... or move fast in general. Simple displacement champions like volibear, riven, and singed easily outmatch this foe too.
The counter to him is the same as the counter to every juggernaut. Can’t beat em, join em.
Hes a juggernaut, you dont beat him in lane unless you yourself are a juggernaut or are ranged.
Poke him. If you cannot poke him effectively, then youre not a champion who specializes in poke, so you just farm and not fight.
Never all in him 100-0. His W is designed in such a way that attempting to burst him will kill you instead. If you poke him, his W becomes useless.
Short trades. Treat him like darius, and treat his passive like darius'.
There are a lot that can. His kit is predicable.
you either beat him on all in's or you stay out of his way. you can't trade with him he will outsustain you unless you're also some fruity sustaining shit like vlad. and you can't poke him cause again, sustain. alternatively you play something ranged into him and kite the fuck out of him.

I alternate between banning Sett and Darius top. I don't know if these champions need nerfs, but I pick my best tower farming champ against them if I have the opportunity.
