So why can't we cast spells to damage turrets?

Not every damage spell, but how come auto attacks are the only way to push a tower?

Edit: A bit of context. A friend (He mains AP mages a lot) was pointing out that AD champions are more needed than AP because they can push turrets. For the most part, I agree with him. The marskman update is giving a lot of AD items (And it should because it is a marksman update) but after that I don't see where mages find much use.

What if AP spells dealt maybe 50% reduced damage to turrets?

Because most spells exceed turret range.

Ziggs

Lobbing bombs from far outside turret range until it blows up.

I'm not sure about turrets, but certainly super minions! I find it very frustrating that Karma's W doesn't connect with them. She does very little damage to them with her Q so stopping them in their tracks would be a start.

it would be very tedious to decide which spells do and don't affect towers for a lot of champions, though I feel like some would make sense (Sion bodyslamming one for instance )

most champions who have this sort of power already have it factored into their overall budget

There are a few spells that damage turrets. Rammus Ult can shred a turret if your willing to build him AP.

Ziggs' bombs, Tristana's sticky. the Goa'uld's soldiers and Rammus' tremors are the spells able to deal damage to the tower that i can remember at the moment.

There's an AP ratio to your AA for tower dmg (don't remember how high it is), and Lichbane is a thing.

Many spells outrange towers, they'd have to check each spell individually, and probably fuck it up like they did with "projectiles".
