yeah fizz is annoying as hell but at least he can't poke you from 2 screens away and spam laugh while you cant hit him back. I mean if it was up to me i'd get rid of his untargetability altogether and replace it with

he gets a shield that absorbs magic damage and crowd control (think morganas black shield) and dodges auto attacks for the duration

Nah, they won't fix the champion til he appears in the LCS and causes someone like faker to make the enemy team ragequit.. They don't do anything for the good of the game, but for the good of the LCS

They balance around mainly the master/challenger tier and the LCS

Why wouldn't you balance around the top tier of play? It wouldn't make any sense to balance around the lower tiers, not in a competitive game of a nature like this. The same happens in all of the competitive games.

riot do actually balance a lot more and a lot more often than other games

Zed is getting no treatment except special treatment, no matter what he does they simply cannot try to balance him out. Can't even nerf him without compensating for it.
