what if SpellVamp was brought back for AP champions..... but was 33% as effective on abilities that already had inbuilt sustain like how its 33% as effective on AoE? so we could avoid Vladimir abusing it again

Mages are already the strongest class in the game...
this piece of shit would abuse it once again...
Then again, all champs have access to healing from abilities as Ravenous Hunter is already a thing.
Even if you cut Vlad's access to it by 33%, he'd still build it. It's still sustain on top of his sustain.
If SpellVamp was to come back, Vladimir's in kit sustain would need to be gutted.
