Who in your opinion0 deals damage the fastest in the game?

I don't play a lot of champs anymore and was wondering if any champ deals damage faster than Riven which I do play a lot. Im guessing there are assassins that might do it faster, or things like Veigar with a lot of stacks but under normal circumstances which ones would you say?

Now, I now there are things that deal more damage than Riven, for instance Jayce, but even if he deals more damage, she does it faster.
