Something has to be done about people being able to hop in a ranked que having more than 300 ping.
It's getting pretty annoying to play with ppl having 500-10000 ping almost every game making it a pure 4v5 game.

It's not always obvious before the match that the ping is high. I only had two high ping games so far, but on the loading screen it showed a 30 ping and once I got in it was 700+. Don't know why or how this happened.
I understand your frustration though. If in every game someone has a high ping, I would be frustrated and look for a solution as well. Sadly for you, I don't think anything will change about it :/
As far as i know there's nothing that can be done about said matter. While yes, what type of internet connection the player is using, how strong said connection is and how good the PC itself is might give an estimate to how the ping will be in game, it isn't concrete till you actually enter the game. By that point it is useless to tell one it's not stable to play a game you know...since you're like... already in the game?
Most ppl that have lag related issues are having those for a long time and it doesn't just suddenly happen.
