Make CDR/Utility more exclusive to Tanks and Supports.

Although I dislike the current damage/mobility meta of league, what disappoints me more is how easily accessible CDR is to champions that don't need it. Champions made around burst such as Zed or Annie are achieving 40% CDR without a sweat while tanks and Supports are lagging behind in terms of CDR progression.

League was originally balanced with CDR being the main scaling factor for tanks and supports as it allowed them to spam their strong spells with poor scaling making them effective late game.

Now that CDR has become easily available to damage dealers, supports and Tanks have lost the unique utility that made them more valuable as games progressed beyond the 10min mark since characters like Aatrox now have better CC than tanks.

If League wants to keep Tanks and Supports more relevant in the game, offensive CDR items need to be nerfed hard. If those Champions need CDR to be viable, balance those Champions CDR, but don't make tanks/support suffer for it.

item 3285 giving 20%, half the fucking cap, is ridiculous imo

If you look at Albion Online, CDR is much more scarce, anything like 10% CDR costs a lot of in game money, because that's how valuable it is, in league it's everywhere

850 gold supp item in LoL gives 10%, it's dumb

Soraka can get her W to a 1.1 second cooldown with item 3098 item 3504 item 3158 and the right runes, only needing to earn 3550 gold for cdr cap, transcendence just buffs the rest of the items she gets

Umm A there is a rune passive that gives you 10% and armor and B all supp items like relic shield have cdr and hellmost items a tank supp or other supp take all have cdr . I mean if your talking about the good ole Ruby ss then you have to sac runes to achieve it cause the item active cdr rune needs to be in another tree
