These two items are the big staples for top lane tanks, and are build in either order in 90% of all top lane tank's matches. I'd argue that their strength is a main factor for the rather stagnant nature of top lane (competitive was dominated by tanks since the end of Spring last year, occasionally with a powerful tank counter thrown in).
Does anyone else feel like these two items could use a bit of attention?

sunfire cape is the only thing providing wave clearing for tank supports.
