A safe way to dodge?

I'd like an option to dodge a ranked game if there are trolls trying to ruin the game for you. I think surrendering some LP (so it's not spammable) and putting the picks under review, and giving back the LP if the game would have been harder due to trolls. I had to dodge quite a few games, one of which had a Yasuo ADC and Rengar support, all after a massive losing streak, causing me to be close to losing an entire rank. Reporting at the end of the game doesn't feel like there's enough impact because you've had to give up a game that you had a chance of winning with a normal team, and they might not even get suspended for it.

The thing is -- that lane actually works well with the way ADCs have been changed especially in a silver game where half of the people are running around like chickens with their heads cut off.

If I was reviewing that game -- you wouldn't have received any LP back.

I should have also mentioned that we asked them to switch and they agreed to switch, then locked them both in one after the other

As in they didn't want to go bottom lane? I wasn't joking when I said that lane works well especially right now and is actually played in Korea quite a bit.

On another note -- Riot doesn't have the manpower to review that many games manually. Furthermore, the only thing they could is lock role to champions that fit (like if you got Bottom you could only play a champ that qualifies as marksman). This would meta lock the game though which they've clearly they will not do.

So all in all, while I do appreciate the fact that you came here with an idea (vs. just complaining like so many others do) there is no way it's going to be implemented.
