Apologies, that's a poor choice of wording in the patch notes that shouldn't have been used. Leaving Annie's W so that it picked its targets at cast start and affected them at cast end was a deliberate choice for a long period of time, not a bug. We shouldn't be describing it as one as a result and should instead be talking about why how we feel it's appropriate to remove some reliability from Annie.
