On the Krugs/Gromp Situation

Gold starved junglers don't want laners taking their camps but making that unattractive tends to hurt junglers at least as much as laners. Riot tried buffing the health of jungle monsters and increasing Machete damage to compensate but this made jungling some champions too difficult anyway. If they increase Machete damage too much, it could tilt the balance towards power farmers too strongly.

I don't think this is the wrong approach but it needs tweaks. Increase the jungle health and Machete damage but make the camps hurt less. Laners without Machete won't want to waste time/CS on the camps but junglers won't be punished by the higher health of the monsters anymore.
