Kassadins issue is he has a shit laning phase and can get bullied by basically everyone.

Most kassadins are taking aery for the extra omph in lane but you sacrifice late game power by doing so.

This ratio changes are going to for sure help him if he actually gets to late game but it is not going to help him get there.
