Why was Eve's R change reverted on PBE?

This was a great change. It actually allowed her to scale her damage when she is doing well against her primary targets, maintaining her assassin theme, giving her a purpose in hitting key targets with it. This is what the change was:

Now deals up to 160/280/400 (+ 40% AP) magic damage based on how healthy targets are from 15/20/25% (+ 1% per 100 AP) current health in magic damage.

The scaling on her current Ult is a joke. If the target has 2k hp late game, every 100 AP you build gives 20 extra damage. And that's current HP, if they are lower than 2k hp then it scales worse. Not to mention, early game it is even worse, doing only 15% current HP in damage and having that same horrible scaling, which is even less damage because they have less HP, and you have exponentially less AP at the time.

Now, the values on the PBE change that was up before are not perfect, and its a nerf to her late game for sure, but is a buff to her early game (which she needs to transition) and helps her actually scale the ability when she is building AP. Early game, a target with 1000 HP will give her current ult 10 damage per 100 AP (10% AP scaling) whereas the changed Ult had 40% AP scaling, meaning an Eve who is ahead of the curve early game will benefit from AP items before her Ults damage falls off as the targets get higher HP.

Some values: Rank 1 Ult, Current Live values (PBE value: 160 + 40% AP) vs 900 HP (standardish HP at ~6/7 for squishies) : 135 + 9% AP vs 1000 HP (standardish HP at ~level 6/7 for other junglers) : 150 + 10% AP vs 1200 HP (level ~9 value for some champions) : 180 + 12% AP

Rank 2 Ult, Current Live values (PBE value: 280 + 40% AP) vs 1200 HP (~squishy HP at 11) : 240 + 12% AP vs 1400 HP (other melees etc. at 11 without HP items) : 280 + 14% AP vs 1800 HP (tanky champs, HP built) : 360 + 18% AP

Rank 3 Ult, Current Live values (PBE value: 400 + 40% AP) vs 2000 HP (Late game squishy target with little HP built) : (Live)500 HP + 20% AP (PBE change needs 500 AP to break even and outscale) vs 3000 HP : 750 + 30% AP (3500 AP to break even) vs 3500 HP : 875 + 35% AP

So you can see that its a buff to the early game vs squishier targets, but to a target with a sturdier frame (or who built any kind of HP, or an enemy jungler with Strength of the Ages) it's an early game slight nerf, unless Eve is ahead in items past the HP curve, at which case its even or a slight buff depending on her AP. It's not like she will have a ton of AP early on to capitalize on the AP ratio that much over the current value, again, UNLESS she is doing well, which she should be rewarded for. The damage equalizes at about ~1500-1600 HP between Eve's level 11 and 15. So midgame she is about even for now overall, but definitely worse vs the enemy bruisers and tanks (which an assassin should be anyway) and late game her Ult damage goes down across the board except when you are building high amounts of AP (which should be rewarded anyway)

Again, the numbers might not be perfect, but the point is that the power curve she gets is more fitting, and her playstyle rewards her positioning and target selection, if she is trying to kill a key target. Instead of just aiming to hit everyone with an Ult (which doesn't vary that significantly in damage between a bruiser/tank eve and a full AP glass cannon eve anyway) and going ham with tank items straight into the fight, she is rewarded more for getting that specific target hit in her more damage oriented AP builds.

I know the Assassin patch is coming soon and it probably won't matter anyway, but the point is the DIRECTION the champion should be pushed. She should be attempting to hit those key targets and not just hit whoever is there.

They are probably working on it still. You'll usually see things pushed to PBE and then pulled shortly after cause they still need more work.
