I honestly have no idea why this is even remotely acceptable. He averaged 10+ deaths a game. The rank system is so screwy..

Once saw a fresh level 30 place Silver 3 off a 6-4 placement where he was carried every win. Pretty sure I also recall 8-2 Bronze placements too, so it's almost like the system is a fucking retarded trashfire and Riot long ago threw up their hands in dismay at how to address placements.
If it's several seasons ago then that's not really surprising. It's almost dumb how little impact those placement matches actually have on the rank it assigns you.

It all comes down to who he was playing against at the time. Keep in mind, that if he did not play ranked for a long period of time, then he essentially was placed as if he was a new player (with his old rating wiped).
