It's probably one of the worst in the game. Aurelion Has it on his E and he doesn't have to be near walls. a few champions come to mind with two passives on their passive, so why can't taliyah have two? She just something to help her kit out or something.
= Mana return+ Damage and Attackspeed
= Daggers landing + resets
= Double Crit + free Shield
= Hemorrhage and Noxian Might
And a ton of others.
= Double Crit + free Shield
That's literally 3 or 4 passives depending on how you look at it, and NONE of them have drawbacks.
Her passive is pretty amazing as-is. 20-40% movement speed near walls is a lot. It
Gives you mid priority even if the wave is at your turret.
Cuts a lot of time out of roaming to use your wall and coming back to lane.
Gets you around the map fast with no wall.
She also has another passive, which is her Worked Ground, which gives her 10% bonus movement speed. This helps her:
Dodge skillshots and escape ganks without boots
Chase, kite, juke, and match jukes when firing her Q.
Interact with Rylai’s to make her a kiting machine.
taliyah: i can surf on wall Yasuo: hold my beer
burn + aoe explode
package + magic damage
ms + auto dmg + ghost
4hit + ability evolve
camo + regen
probably others but idk these are just off the top of my head
passive ideas:
= Hemorrhage and Noxian Might (bleed and 5 stacks = ad and broken)
Personally, I would want more interaction with her E and W rather than more passives. They feel so barebones and underwhelming as zoning tools against anyone with the slightest bit of MR and mobility. Maybe her W can act like 
's E. Knocking someone into a wall will briefly stun them. For her E minefield, maybe the exploding rocks can act like 
's W. Enemies who trigger more than 2 rocks will be slightly knocked.
Some champions have there strengths in abilities, others in passives. Sometimes a strong passive is needed for a good kit, Taliyah does not need one
Worst passive is 
's. That ms is not even noticeable.
She has enough in the rest of her kit, there's no reason to add stuff to her (would need to nerf other parts of her). Plus it does help her roam and help out her jungler a lot.

can they make it not wall-reliant I get that it's unique or whatever but all it does is make me path like a memer and punishes me for evaluating if I should commit or not by swinging my camera towards the area I'm goin to.
Yasuo has another passive. Some armor pen after R'ing, doesn't he?

technically her Q worked ground counts as a "second passive," but i still agree with you... it seems like there needs to be some kind of passive on her ult at the very least. considering it's a non-damage ult...

Are you serious only comparing the passives of different champion and use it as justification? That not only doesn't make sense, but it also makes it the stupidiest argument i've ever seen. When comparing champions, please, consider their entire kit.
First of all, Taliyah is fine. Currently, one of the most balanced champions, she doesn't need anything else. Secondly, there are just few champions with 2 passives. Most champions have just 1, so I don't see why she should have two as well. Third, just because some champions has double passives, doesn't mean a champion with one is weaker or unfairly treated. They have power somewhere else in their kit.
Yeah, um, the whole "Aurelion gets her passive without being near walls" thing is horseshit. Don't exclude information purposefully.
Aurelion gets bonus movement as long as he moves in one single direction thats way less useful than wall ms.
Otherwise I agree that Taliyah could use something new.

When I think double passive, I think bard. And while it is not a huge part of it, it literally says it in the champion spotlight, too.
Be neat if while surfing on her rock her next auto hurls it for bonus dmg. Only of she is riding it when she can AA
