kassadin can move through minions and takes 15% reduced damage. It's so situational. it can be extremely usefull against a 4 ap comp or extremely useless against a full ad comp. Its very bland and lack luster.

Could it be something better, that might make him viable, but not op?

It's already viable. Most midlaners are AP so he has defense against that, and even if they are close range AD he can move through minions making it easier to dodge their hits and fight at a closer range.
