They technically made his E hitbox far worst and over the year the amount of nerfs on his e made it super hard to hit. They made it Thinner and they recently nerfed the cooldown and made the hitbox smaller.

Riot doesn't know that his Ult Q is made to punish all in's on him and hope to survive. Heimerdinger has the lowest base armor in the game and is the easiest to kill without zhonya.
