Whilst I have no issues with Queen's Claim giving mages, especially immobile ones, an alternative and utility-based option for mid-lane, there's really no reason that the ghosts should be able to seek someone out at red buff if triggered from around the middle tower.

It's far too strong atm, and it's one of these cases where the item gets ruined because people who aren't supposed to be using it are, as they will probably not only tackle the ghost active but the gold passive as well.

Hitting the gold passive would be a retarded way to try and stop mid laners from using it because mid laners are farming and the income on this item is just a bonus to them. Supports actually rely on it.
The only acceptable hit to the income would be disabling tribute on FQC as it is disabled on Spellthief/Frostfang for killing a creep.
