Whilst I have no issues with Queen's Claim giving mages, especially immobile ones, an alternative and utility-based option for mid-lane, there's really no reason that the ghosts should be able to seek someone out at red buff if triggered from around the middle tower.
That's what the item should be used for actually. Where the item doesn't belong is as a means of CCing someone in order to land additional CCs by being used at a fairly close range.
I do suppose the item will get nerfed in the next patch, I believe it should come this week (here's hoping).
It's far too strong atm, and it's one of these cases where the item gets ruined because people who aren't supposed to be using it are, as they will probably not only tackle the ghost active but the gold passive as well.

They're already nerfing FCQ hard next patch.
A nerf will mainly just amount to another indirect buff to tanks; like the 
nerf. It is a really good item. I do not know what the right thing to do is.
