While I see where you're coming from, I would have to disagree. I think Vel'Koz is one the very few, if not the only, mage that can truly kite around. Most people see the focal point of Vel'Koz's kit as his ultimate, I mean who wouldn't?? A huge laser that channels and slows with a great chunk of damage on it. But to most of the people that have played a decent amount of games with Vel'Koz, they truly know that his main focal point is in fact his passive and his kiting ability. If you were to engage on a Vel'Koz you would be slowed over and over again, his q would split and split until you decide to give up or reposition. All the while you are incurring stacks from his passive that keep blowing up. Should he miss his spells though, he would die. But unlike other mages he has the opportunity to peel for himself and keep trying to reposition.

Vel'Koz already has a unique kit that, as you said earlier, has interesting inputs but same old poke style outputs. I feel any work done to him would honestly break me, since I feel his kit is so interesting and fun. But, if you DO decide to work on him, I would have to beg you to not touch his passive true damage. It is what makes his kit and what rewards him for getting ahead. Once Vel'Koz gains a little bit of a level advantage he is able to turn it into a huge lead due to the fact that his passive damage is based on his level.

So what would I change if I absolutely had to? Nothing. Fine, I won't be salty. Personally I feel like Vel'Koz is super strong once he hits 6 and definitely into mid to early-late game. His high bases coupled with finishing items such as luden's as well as his strong passive makes him a force to be reckoned with. Some "unique" changes that could be made to make Vel'Koz feel better are the following.

        1. Make his first Q cast deal less damage, but deal more damage when it splits (possibly % health?) or make it 2 stacks of his passive.
       
        2. Make his passive deal less true (perhaps magical??) damage, but give him an old Nidalee Trap armor/mr shred, since he "deconstructs" and makes it easier  to learn about things.
        
        3. Perhaps make his passive deal less true damage, but for every stack it applies the armor/mr shred. 

I'm very hesitant on changes to Vel since he is my main champion and I know his player base is really devoted (as evidence in the previous thread). We feel as though he is in a great spot and I hope if you make any changes, you truly take into consideration how we feel. We love his uniqueness and think he's one of the best champs, our secret op :3. But seriously, please listen to feedback from the player base if you do decide to do changes, since I think his small but dedicated player base deserves the best for such a great champion. tl;dr don't change Vel! But if you do here are some possible ideas.

Yeah Vel doesn't need a change he's is pretty balanced with clear strengths and weaknesses. If they while change him though I don't think they should tweak is kit much, For buffs I think a slight MS and HP buff might do or make E quicker because it's not that effective compared immobile mages with stuns,snares,roots, ect.
