Might be an unpopular opinion: Runaan's Hurricane should lose the crit again

I'm gonna be honest here: Hurricane fights for space against Shiv, and that's only if both aren't being beat by RFC. On top of this, Hurricane being a crit item just eats at what Jinx can potentially call her own niche (which is providing aoe coverage on AAs from a distance, which makes up for her inability to apply single-target damage as well during team fights), which makes her pretty irrelevant because any hyper carry can become Jinx (kinda, but Twitch most definitely) by buying Hurricane if they want to. If Hurricane becomes more about synergizing with on-hit and less with crit, you can sharpen that identity and help out on-hit users that may need the item, like Kayle and Kog, while keeping picks like Twitch from invading on Jinx's space

You'd do a service for one of my favorite champs in the game, a service for the item itself since it won't have to constantly compete with Shiv all the time on potential users, and it could be tuned to synergize with on-hit marksmen more than it does now. A lot of wins for a lot of those involved.
